AMERICAN RESCUE PLAN– STUDENTS-December 31, 2022
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), which was signed into law on March 11, 2021. It is Public Law 117-2, which provided $39.6 billion in support to institutions of higher education to serve students to ensure learning continues during the COVID-19 pandemic.
Grants Awarded
On May 17, 2021 and as part of the American Rescue Plan (ARP) Act, Dominican University (DU) was awarded HEERF III Program Student Grants of $4,128,660. These HEERF grants are part of Section 2003(a)(1) of the American Rescue Plan Act of 2021 (ARP), Pub. L. No. 117-2, and are intended to be 100% disbursed as direct payments to students. DU disbursed ARP funds in the Fall 2021 and Spring 2022 terms.
Grants Disbursed/Grant Dollars Received
As of December 31, 2022, as was also September 30, 2022, Dominican University disbursed $4,128,660 in ARP Grants to students. As of December 31, 2022, as was also at September 30, 2022, DU drew down all student grant HEERF III funds from G5; no further amounts are due to DU.
DU is required to prioritize grants to students with exceptional need. In complying with this guidance, the University prioritized funding to students with highest need based on the student’s Expected Family Contribution (EFC) amounts, as reported in their Free Application for Federal Student Aid (FAFSA) form, for academic year 2021-2022; all students who applied for ARP Grants received an amount, but the larger amounts were disbursed to students with the highest need. All students were eligible to receive ARP Grants (citizens & residents, and foreign national students). Notice to students was provided via email, text messages, and posters.
Students were notified by email of the ARP Grant amount they would receive, and were provided payment information. An email example is below.

Grants Awarded
On January 17, 2021, Dominican University was awarded $1,512,891 under Section 134(a)(1) of the CRRSAA Funds.
Grants Disbursed/Received
As of December 31, 2022, the University had disbursed to students the entire $1,512,891 in CRRSAA Grants; it had also received the entire $1,512,891. No further CRRSAA Student funds are due to the University.
CRRSAA grants were intended to be used for the cost of attendance or for emergency expenses incurred due to COVID, such as tuition, food, housing, or health care, including mental health care. Students were asked to complete and submit an application attesting to being enrolled during the current term and having expenses related to COVID in each of the distributions. Students were given the option to pay their tuition balances. All students who qualified and applied through this application process received CRRSAA grant funds.

Under the HEERF I (CARES Act Funding), in April 2020, Dominican was awarded $1,512,891 for student grants, which is 50% of the authorized amount of $3,025,781. These grants were to be direct payments to students who had expressed having certain financial needs due to the COVID pandemic. The University followed the federal guidance acutely, making grants to students who expressed need.
Grants Disbursed/Received
As of December 31, 2022, the University had disbursed 100% of the grant as direct payments to students, and had received 100% of the grant funds from the federal government. The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Language in these grants are commonly referred to as HEERF I, II, III (HEERF I for CARES Act; HEERF II for CRRSAA; and HEERF III for ARP).
On May 14, 2021, the U.S. Department of Education issued a final rule in which the student eligibility requirements for HEERF awards were revised. This rule broadened the pool of eligible students to include “any individual who is or was enrolled at an eligible institution on or after the date the national emergency was declared for COVID-19” (March 13, 2020), effectively removing the previously imposed Title IV eligibility requirement.

On May 17, 2021, Dominican University was awarded student grants of $4,128,660 as part of the HEERF III program within the American Rescue Plan (ARP) Act (Section 2003(a)(1) of the American Rescue Plan Act of 2021 (ARP), Pub. L. No. 117-2 (January 3, 2021)). These funds are intended for students and were to be 100% disbursed as direct payments to students. This will be done in Fall 2021 and Spring 2022 terms.
Grants Disbursed/Grant Dollars Received
The University was required to prioritize grants to students with exceptional need. In complying with this guidance, the University prioritized funding to students with highest need based on the student’s Expected Family Contribution (EFC) amounts, as reported in their Free Application for Federal Student Aid (FAFSA) form, for academic year 2021–2022; all students who applied for ARP Grants received an amount, but the larger amounts were disbursed to students with the highest need.
As of March 31, 2022, the University disbursed the remaining $1,915,931 ARP Grants to 1376 students. The University drew down the remaining $1,922,660 in ARP Grant funds as of March 31, 2022; no further amounts are due to the University.
All students who qualified and applied through the application process received an amount of ARP grants (U.S. citizens and residents, and foreign national students). For the spring 2022 term, the disbursement amounts ranged from $700 to $1,600, see grid below. Eligible students whose EFC amounts were unknown received $700 per student. If the student self-elected to have tuition payments deducted from their ARP grant amount on their application, grant payments to students were reduced to satisfy unpaid tuition balances.

On May 6, 2020, the U.S. Department of Education released preliminary reporting guidelines for institutions receiving HEERF grants.
In addition to providing this information in a report to the Secretary, participating institutions were required to post information to the public. Therefore, as required by the U.S. Department of Education, this page provides public information about Dominican University’s participation in the CARES Act and the use and distribution of HEERF dollars. This information is available and will be updated on this website, as required by the Department of Education.

AMERICAN RESCUE PLAN–STUDENTS: September 30, 2021
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion. Do note that some language in these grants are referred to as HEERF I, II, III (HEERF I for CARES Act; HEERF II for CRRSAA; and HEERF III for ARP).
On May 14, 2021, the U.S. Department of Education issued a final rule in which the student eligibility requirements for HEERF awards were revised. This rule broadened the pool of eligible students to include “any individual who is or was enrolled at an eligible institution on or after the date the national emergency was declared for COVID-19” (March 13, 2020), effectively removing the previously imposed Title IV eligibility requirement.

CRRSAA Funds
The Higher Education Emergency Relief Fund II (HEERF II)
The Coronavirus Response and Relief Supplemental Appropriations Act 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020.
On January 17, 2021, Dominican University received $1,512,891 under Section 134(a)(1) of the CRRSAA Funds. Under Section 314(d)(5), the University is required to disburse the same amount of emergency financial aid grants directly to students under the CRRSAA grants as it did under Section 18004(a)(1) of the CARES Act grants. For Dominican University, this amount was $1,512,891.
As required in Section 134(c)(3) of the CRRSAA guidance, Dominican must prioritize grants to students with exceptional need. In complying with this guidance, Dominican disbursed funds to students based on the student’s Expected Family Contribution (EFC) amounts, as reported in their Free Application for Federal Student Aid (FAFSA) form, for academic year 2020–2021. Disbursement amounts per student ranged from $625 to $1,200, see below:

CRRSAA grants are intended to be used for the cost of attendance or for emergency expenses incurred due to COVID, such as tuition, food, housing, or health care, including mental health care. Students were asked to complete and submit an application attesting to being enrolled during the current term and having expenses related to COVID. Students were given the option to pay their tuition balances. All students who qualified and applied through this application process received CRRSAA grant funds. CRRSAA grant funds were reduced by tuition payments, if the student elected to have tuition payments deducted per their application.
Students who were approved to receive CRRSAA funds were sent an email on March 23, 2021 explaining the approval, payment timing and amounts. An example of this email is below.

The CRRSAA amount you will receive is $1,200. An eCheck, made payable to you, will be sent to your Dominican University email address on or before Friday, March 26, 2021. EChecks are electronic checks that are emailed to you. Like any other check, the eCheck must be cashed or deposited to your bank account. You must download to print, or save a copy of the eCheck, then cash or deposit the eCheck with your bank. There are no fees to download or save the eCheck.
If you are given the option to automatically deposit the eCheck, do NOT do so. This is not a free service and the fees will be deducted from your eCheck amount. Instead, download to print or save a copy of the eCheck.
Over the next few days, you will see an amount of $1,200 credited to your tuition account for CRRSAA funds. A charge of $1,200 will shortly follow. These two amounts will zero out, resulting in no effect to your tuition balance.

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP grants are in addition to grants authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion. Some language in these grants are commonly referred to as HEERF I, II, III (HEERF I for CARES Act; HEERF II for CRRSAA; and HEERF III for ARP).
Awarded
On May 17, 2021, Dominican University was awarded ARP Institutional grants of $4,122,929 as part of the HEERF III program within the American Rescue Plan (ARP) Act. This was issued on January 3, 2021 and was part of (Section 2003(a)(1) of the American Rescue Plan Act of 2021 (ARP), Pub. L. No. 117-2.
On August 3, 2021, under Section 2003 (a)(1) ARP Act, the university was also awarded $510,186 of Minority Serving Institution (MSI) Grants.
Grants Disbursed and Grants Received
As of December 31, 2022, Dominican University cumulatively disbursed 100% ($4,122,929) of ARP Institutional Grants, and cumulatively disbursed 100% ($510,186) of Minority Serving Grants. The University has received 100% of these funds as of December 31, 2022. There are no further American Rescue Plan Act Grants due to the University. In January 2021, the federal government awarded $4,672,507 in Section 314(a)(1) CRRSAA grants to Dominican University. This amount consisted of $1,512,891 in student grants (CFDA 84,425E), and $3,159,616 in institutional grants (CFDA 84,425F). Also awarded under Section 314 (a)(2) CRRSAA grants was $298,524 in Minority Serving Institution (MSI) grants; the MSI grants were awarded on March 4, 2021.
Grants Disbursed and Received
As of December 31, 2022 (as was the same at September 30, 2022), the University disbursed 100% of its institutional portion of CRRSAA Institutional and Minority Serving grants. Total disbursed was $3,458,140 ($3,159,616 Institutional funds, and $298,524 in MSI grants). The amount received to date is $3,159,616 Institutional funds and $298,524 in MSI grant receipts. No further disbursement amount and no amount is due to Dominican University. Included in the amount disbursed were grants to students, COVID testing and vaccinations, protection and safety materials, and lost revenues.

These were to be used to reimburse institutional amounts related to COVID pandemic related, and specific, expenses.

As of December 31, 2022 (as was the same at September 30, 2022), all CARES Act (HEERF I) grants, and all Minority Serving Institution Grants, were fully disbursed and received. The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP grants are in addition to grants authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion. Some language in these grants are commonly referred to as HEERF I, II, III (HEERF I for CARES Act; HEERF IIfor CRRSAA; and HEERF III for ARP).
Awarded
On May 17, 2021, Dominican University was awarded ARP Institutional grants of $4,122,929 as part of the HEERF III program within the American Rescue Plan (ARP) Act. This was issued on January 3, 2021 and was part of (Section 2003(a)(1) of the American Rescue Plan Act of 2021 (ARP), Pub. L. No. 117-2.
On August 3, 2021, under Section 2003 (a)(1) ARP Act, the university was also awarded $510,186 of Minority Serving Institution (MSI) Grants.
Grants Disbursed and Grants Received
As of September 30, 2022, Dominican University cumulatively disbursed $3,507,653 of Institutional Grants, and cumulatively disbursed $363,024 of Minority Serving Grants. The University has also received these funds. through September 30, 2022. The University plans disburse funding over the next few quarters, and will follow the federal guidelines as is outlined by the federal regulations.

Also awarded under Section 314 (a)(2) CRRSAA grants was $298,524 in Minority Serving Institution (MSI) grants; the MSI grants were awarded on March 4, 2021.

As of September 30, 2022 (as was the same at June 30, 2022), the University disbursed 100% of its institutional portion of CRRSAA Institutional and Minority Serving grants. Total disbursed was $3,458,140 ($3,159,616 Institutional funds, and $298,524 in MSI grants). The amount received to date is $3,159,616 Institutional funds and $298,524 in MSI grant receipts. No further disbursement amount and no amount is due to Dominican University. Included in the amount disbursed were grants to students, COVID testing and vaccinations, protection and safety materials, and lost revenues.

As of June 30, 2021, as was also on March 31, 2021, the University had expended and reimbursed itself entirely the $1,512,890 in CARES funds. The University had also expended and reimbursed itself the $221,554 in Minority Serving Institution Funds. The vast majority of Institutional COVID relief were payments to students for room, board, study abroad, and waived fee reimbursements. CRRSAA amounts awarded to the University on January 17, 2021 were $4,672,50, which consisted of the following: Student grants (CFDA 84.425E) of $1,512,891, and Institutional grants (CFDA 84.425F) of $3,159,616. Also awarded under Section 314 (a)(2) CRRSAA grants was $298,524 in Minority Serving Institution (MSI) grants; the MSI grants were awarded on March 4, 2021.

The University is required to use these grants for Institutional costs to help defray expenses associated with COVID (including lost revenues, reimbursement for expenses already incurred, technology costs associated with a transition to distance education, faculty and staff trainings, and payroll). It may, but is not required to, make additional grants to students for emergency costs due to COVID.
As of June 30, 2021, the University spent a cumulative total of $2,880,936 of Institutional funds in COVID related expenses ($17,468 were MSI expenditures). The cumulative amount spent through June 30, 2021 ($2,880,936) includes expenses for grants to students, COVID testing and vaccinations, protection and safety materials, and lost revenues. The remaining Institutional amount of HEERF II funds ($577,204) will be expended in the upcoming months.

On January 17, 2021, the federal government provided Section 314(a)(1), Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) grants to Dominican University. Total CRRSAA grants received of $4,672,50 consist of two funding streams: the Student Aid Portion (CFDA 84.425E) and the Institutional Portion (CFDA 84.425F).
Per the regulations of Section 314 of CRRSAA, the University received $1,512,891 for the Student Aid Portion, and is required to make direct emergency payments to students based on exceptional need.

As of March 31, 2021, the University spent $9,300 of the Institutional Portion in COVID related expenses. Within the next few months, The University plans to reimburse a minimum of $1.7M of lost revenues from the fall 2020 term.
